III. HISTORY AND DEVELOPMENT
1. Milestones:

  • On June 1st, 1989, the Electronics and Communication Equipment Corporation (SIGELCO) was established under the Communications Command, Ministry of National Defense. This is a historic milestone marking the birth of Viettel, since June 1st has become the traditional annual day of Viettel.
  • On July 27th, 1993, based on the Government Office's Notice No. 198/TB of July 13th, 1993 the Prime Minister's approval for the re-establishment of State-owned enterprise, the Ministry of National Defense issued Decision No. 336/QD-QP on the establishment of the Electronics and Communication Equipment Corporation, its transaction name is SIGELCO, its Head Office is located at 16 Cat Linh Street, Hanoi City.
  • On July 14th, 1995, in compliance with the Prime Minister's Decision, the Ministry of National Defense (MoND) issued Decision No. 615/QD-QP, officially changing the company's name to Military Electronics and Telecommunications Company, VIETEL in short (At this time, the phrase has only 01 letter T).
  • On April 27th, 2004, MoND issued Decision No. 51/QD-QP: from July 1st, 2004, the Military Telecommunications Company was moved from the Signal Corps to the MoND under the name of Military Telecommunications Company, VIETEL in short.
  • On March 2nd, 2005, Prime Minister Phan Van Khai signed the Decision on the establishment of Military Telecommunications Corporation It was a milestone affirming a new development step of the Corporation in terms of scale, capacity and experience in the field of telecommunications (from a Company to a Corporation).
  • On April 6th, 2005, MoND issued Decision No. 45/2005/BQP on the establishment of Military Telecommunications Corporation, the international transaction name in English is VIETTEL CORPORATION, VIETTEL in short.
  • On December 14th, 2009, the Prime Minister signed Decision No. 2078/QD-TTg on the approval of the Pilot Project on the establishment of the Military Telecommunications Group and the Decision No. 2079/QD-TTg on the establishment of the Military Telecommunications Corporation.

2. Milestones for the development of post and telecommunications business services:

  • July 1997: Deployment of postal services.
  • October 2000: Deployment of 178 long-distance calls, VoIP technology.
  • October 2002: Launch of Internet service.
  • September 2003: Deployment of landline telephone service.
  • October 2004: Launch of mobile phone service.
  • March 2007: Deployment of wireless landline service.
  • March 2010: Official launch of 3G service in Vietnam.
  • April 2017: Official launch of 4G service in Vietnam.
  • Timeliness for official launch of mobile services in foreign markets: Metfone in Cambodia (February 2009); Unitel in Laos (October 2009); Natcom in Haiti (September 2011); Movitel in Mozambique (May 2012), Telemor in East Timor (March 2013); Nexttel in Cameroon (September 2014); Bitel in Peru (October 2014); Lumitel in Burundi (March 2015); Halotel in Tanzania (October 2015). Particularly in 2016, the Corporation has urgently completed the procedures for participating in the bidding and successfully obtained the telecoms business license in Myanmar (December 2016), marking Viettel's 10th overseas market with a population of 235 million people after 10 years of strategic focus on promoting overseas investment activities in the spirit of the Resolution of the Ninth Party Congress of the Military Telecommunications Corporation.

IV. LONG-TERM DEVELOPMENT GOALS (2016 - 2020)
Overall goal: Development of Viettel into powerful global telecommunications and high-tech industry Group, becoming one of Top 20 Telecom Operators in the World.

  • Fully complete the main goals and targets (Revenue from VND 400,000 - 500,000 billion; Profit from VND 70,000 - 90,000 billion; Labor productivity (revenue minus expenses without salary) of VND 3 - 4 billion/person/year; Average income from VND 40 - 50 million /person/month; International investment with market coverage of 500 - 600 million people).
  • Management: Reform the system of mechanisms and policies to match the organizational model of a Global Group. Shift management from evaluation of results to evaluation of productivity, quality and efficiency.
  • Complete the increase of the Group's authorized capital to VND 300,000 billion at the policy approved by the Prime Minister for the period 2015-2020.
  • Domestic telecoms: Popularize telecoms - IT services into all aspects of social life, making the second boom in the history of Vietnam's telecoms - IT industry.
  • Foreign Telecoms: Enter Viettel on top of 10 biggest international investment companies about Telecommunications - IT
  • Production Research: Become an industrial group, specializing in the production of high-tech telecoms equipment from the development of the research and production.

b) Main missions:
Party and political work:

  • Successfully organized the Women's Congress at all levels and the 6th Women's Congress of Corporation (2016 -2021): Complied with the principles and procedures with a high credit rating; recognized and appreciated by the Central Vietnam Women's Union (VWU),  professional agencies of the Ministry of Defense, leaders of the Group, agencies, units and all delegates, both for the preparation and organization of the congress, contributing to improve Viettel brand value, encouraging women members in particular and employees of the whole Corporation in general in successfully completing the tasks in 2016 and the following years.
  • Successfully organized the final match of Viettel World Cup 2016: This success has been recognized and appreciated by the leaders of the Vietnam Football Federation, Representatives of the Embassies of the countries Viettel invested in, and the agencies of the Ministry of Defense because it has brought spiritual values and humanistic meanings beyond the borders of Vietnam, connecting members of the Viettel extended family globally.
  • Successfully held the Viettel’s 10th anniversary of international investment It was the largest-scale event held for the first time with the participation of leaders, former senior leaders of the Government, central Ministries/ Departments/ Branches, Hanoi City, and the Embassies of invested countries, which has left many good impressions, far-reaching effects, encourage the Group to continue pursuing the international investment career.

Administration and Management:

  • Viettel has researched, built and successfully deployed solutions to monitor and manage the fixed broadband network service quality to each customer; deployed software to automate the process of network impact, minimizing human-caused problems; implemented the mobility of tools for daily work, for technical staff and sales staff at the district level; ensured professional support tools of branches in the Corporation; maintained and deployed IT applications in the fields of Customs, Health and Education. In 2016, Viettel took gold and became the first Vietnamese enterprise at the annual IT World Awards.
  • In 2016, Viettel continued to maintain its position as the leading economic group in Vietnam, contributing the most to the state budget.

Telecommunications:

  • Invested heavily in networks and in the midst of a rapid transition to broadband and ultra-wideband networks, a newly formed telecommunications infrastructure and as a platform for an innovative society. Transformed to a customer-centric telecommunications business model. Received the 4G business license in Vietnam, ready to create the second telecommunications boom in Vietnam. Successfully implemented a series of customer care programs, building customers' trust in Viettel, creating a spillover effect of a kind and caring business. Newly invested in fixed broadband service infrastructure, thereby improving the quality;
  • Successfully promoted and got a business license in Myanmar, bringing the number of countries Viettel has invested in abroad to 10, with a total population of up to 235 million; reached 35 million international subscribers, and became one of the 30 telecoms companies with the largest number of subscribers.

Production and Research:
Viettel has mastered the production of core equipment for telecommunications networks, with the successful production of version 1.0 of the 4G base station.

c) Results of Corporate Renewal & Restructuring:
Arrangement, consolidation and restructuring of subsidiaries:
Thanks to the thorough management of the Group's Board of Directors, Viettel took the initiative in internal reforms, ensuring the organization and restructuring of the lean apparatus from the Group to the last unit level in the system. In details: The domestic telecommunications sector, the Information Technology sector and a number of units have been consolidated to match the Corporation's objectives, orientations and strategies. In addition, a number of new departments of the Corporation were established, and a Shared Service Department was formed to suit the management and administration objectives.
State divestment:
In 2016, Viettel completed all procedures for divestment at Electricity and Telecommunications Payment Solution Joint Stock Company (ECPay), with the value of capital preservation and surplus.
d) Social responsibility:
In 2016, Viettel continued to implement and participate in many social support programs with profound and practical meanings such as:

  • Cooperated with People's Committees of 3 districts under poverty policy (Muong Lat, Ba Thuoc/Thanh Hoa Province and Dakrong/Quang Tri Province) to implement commitments under the Government's Resolution 30a (period 2015-2016): More than VND 14 billion was spent to build and remove 243 poor temporary houses; gave VND 4,369 billion, gave 257 breeding cattles to poor households; completed the wireless broadcasting system to villages in Muong Lat District/Thanh Hoa Province; Completed the construction of Co Lung medical station in Ba Thuoc District/Thanh Hoa Province and medical station in Dakrong District/Quang Tri Province;
  • More than VND 26 billion was spent to continue implementing the programme "Vi em hieu hoc" (Because I am studious) to support 26,380 poor students in more than 2,638 poor communes across the country. More than VND 12 billion was donated from a day's salary of each employee to support the people in the Central region (Provinces Nghe An, Ha Tinh and Quang Binh) who suffered flood damage in early October 2016. More than 23 billion was spent to support the Digital TV syndication program for 9,997 poor and near-poor households in Hanoi City. VND 206.2 billion was the total budget that Viettel has spent on organizing and participating in policy, social, charity and community gratitude activities in 2016.

2. Mission Orientation in 2017:

  • Develop specific solutions and action plans for the 2017 plan and as a prerequisite for the successful implementation of the strategy until 2020: Consolidated Revenues VND 241.6 trillion, Consolidated pre-tax profit: VND 39.8 trillion; Consolidated Group's average income: VND 30.1 million/people/month;
  • Finalize the draft Decree on the Corporation's organization and operation Charter and Rename the Corporation to Military Industry and Telecommunications Group
  • Deploy 4G network in Vietnam, replace core network equipment with equipment manufactured by the Group;
  • Re-develop the enterprise restructuring project, focusing on restructuring investments outward business.
